I don't understand about the insurance company refusing to pay for your brother's CPAP because his policy expires soon. It seems to me that either he's covered or he's not, and if he's covered, they should pay. It might be worth putting in a documented request for his CPAP (also suggest requesting a heated humidifier, makes all the difference to a lot of people) and then check on your rights with the insurance commission.
Also agree with Shamrock ~ if your brother requires any further diagnostic testing, it would be worth a month on COBRA if he can possibly afford it, especially since he might need followup until he gets squared away.
After being on PAP therapy for nearly two years I've realized just how severely OSA impacted my health and well-being, and would be frantic to be without it. Your brother is lucky to have his family so concerned and involved ~ best of luck to you in helping him get set up.
