If I recall correctly, the longer straps go on the bottom. The cord/velcro contraption is an emergency pull-thing. I guess if you vomit into your mask and are in danger of aspirating, you can pull the string to quickly undo the mask. I guess the assumption is that the velcro is slow to remove. Personally, I have a pair of Respironics Quick Clips that allow me to remove the mask easily without messing with the straps.
