Yes, you must have an air flow out of the vent hole all of the time.
The BiPAP machine is set to deliver air at the prescribed I&E pressures - but it is not prescribed to deliver preset volumes of air.
So it over-delivers volume, both to meet the differing volume needs of all users, and to wash exhaled carbon dioxide and water vapor out through the vent, without allowing the waste products to flow backward into the hose.
