My cuise was BC (Before CPAP) so I can't say that you will need it for sure. I would bring it just in case you do need it. You don't want to get out there and have difficulties. Don't risk paying good money for the cruise and be miserable because your apnea worsened.

You could use tap water if you wanted. I would let it sit to evaporate the chlorine. I doubt that the tap water on board would have many minerals in it. They distill sea water for use on board.
