Yes, approximately 36 such devices, about 24 have been approvec by the FDA. Typical cost several hundred to a couple of thousand. Think false teeth. That is similiar to what is required to make one. Except for the over the counter device called a snorban which the FDA has been trying to get removed without success for a long time. Some pharmacies may still have it. Most professionals despise it. As the name implies, it is a device marketed to cure snoring. For apnea, the best use of this gadget may only be to help mouth breathers as it is a boil and bite mouth piece, and when you put it in, it grips your teeth pretty well. All of these devices work on the principle of advancing your lower jaw, thus making more room available in the airway and preventing it from closing up. Nice theorey. Same one used in mandibular advancement. But theorey is one thing, and practice is quite another.
What do you mean by work? If you want to cure apnea with one, you may actually be one of the lucky ones that can be treated successfully with one of them. The likely hood is small. And one may work where another will not.
There are side effects. Most notably TMJ problems. It can take an hour or so in the morning for your jaw to return to it's normal position.
There is a way you can tell if you have an apnea problem that needs to be looked at. Instead of trying to treat it, you might try to diagnose it. You can do this by video taping yourself during a nights sleep. If you snore, have periods of quiet then a large snort like everything bottled up inside is suddenly released at once, or can see periods of not breathing for longer than 10 seconds, then you should see a sleep doc ASAP. Also, take the test at the top of this forum. And finally, if you have any doubt what so ever, just go to a doc. The most expensive thing you can do is go untreated, the cheapest is to get treated, if you need it.
