It can cause a problem but does not cause the problem with everyone. Depends on your pressure and many other variables. I know others who have never had a problem with their sinuses without humidificaiton. I have a problem from time to time especially during allergy season. But most of the time I am fine.

So it is not a all or nothing reaction.
