Jack,
It sounds like your tech was referring to periodoc limb movement syndrome or restless leg syndrome. Other non-apneac but similar events are hypopneas (50% of breathing) and UARS, upper airway resistance syndrome which are very mild forms of breathing resisitance rather than total cessation during sleep.
