For what it's worth, polycythemia is a usual finding in emphysema for the reasons Kevin described. Makes sense that it would happen in OSA also, but it hasn't been studied to the same degree. Would vary more, depending on how low the oxygen goes and for how long, how often, etc.
My Dad had a mildly high HCT for many years. He had emphysema on CXR, but no problems otherwise. He also had positional OSA (diagnosed by my Mom...). He gave blood every time he could to keep his blood count down, and said he actually felt better after giving blood.
