The only international airline I've found that will provide a power outlet for my cpap is Qantas.

They were very helpful. Flight attendants helped me set up at the beginning of the flight and I just turned it on when I was ready to sleep. They even had a plug adaptor ready for me to use. Only condition was that they needed advance notice and they have a list of approved cpap models which they allow.
