Septoplasty will help with CPAP compliance by making it easier to breath through your nose. It will probably not help with eliminating the apneas/hypopneas.

The UPPP is also questionable. The surgeons have chosen their own definition of "Successful" surgery. They define success as any reduction in apneas, NOT the ability to get off of CPAP. The stats on getting off of CPAP are less than 50%. Getting a UPPP may eliminate your ability to use an auto-pap machine at a later date. The surgeons believe "To cut is to cure".

Be sure to get more than one opinion, do the research so you can make the right decision for you.
