Does everyone have some OSA?

My doc mentioned that practically everyone has OSA even in it's most mild form. He thinks it's not worth treating unless a sleep study reveals data that's within a certain rage. My insurance co. won't pay for CPAP unless this same data is within their guidlines. Is this a fair statement and policy? Shouldn't any form of OSA be treated?
