You need heat for it to work at all. The reason is that when water evaporates it sucks so much heat out of it that the remaining water cannot evaporate fast enough to do any good.
In addition heat is needed to make up for the limited surface area in most humidifiers.
If you are experiencing any nasal distress (discomfort of any kind) it is likely due to the lack of humidity. You simply adjust the heat until it "rains out" and then back it down a little. If you are at higher pressures (greater than say 12) you may even desire some rainout. You should always use an insulation over the hose (cpap man sells it).
