Involuntary muscle jerks....when asleep AND awake

I've been having involuntary muscle jerks, both in my arms and legs. it happens when I am just falling asleep, but it also happens when I am awake sitting at my desk.

If it happens when I am awake, does that rule out restless leg syndrome?
