Humidifiers depend on surface area and heat. The more surface area the more humidity , the more heat the more humidity. The passive humidifier likely has much more surface area than the heated one as the heated one depends on heat to make up the difference.

But the bottom line is: In the limited studies done to date, non heated humidifers do not perform better than no humidifier at all. I.E. not enough humidity to make it work well.

There will be exceptions to this. Very low pressures, eg less than 9 cm of water, and warm humid conditions. Unfortunately for the entire year most find that a heated humidifier is reqired at least some of the time. Therefore it is necessary to have one.
