It's not really chicken and eggy it's more of a feedback loop. Original weight gain makes OSA worse in most people. The tiredness resultant is conducive to lethargy and doing less exercise- thus more weight gain and increased apnea severity. Weight loss is a very effective method of reducing OSA severity in many people. The trick is to loose the weight or avoid putting it on in the process.
