Allergy/sinus troubleshooting

I've read a few posts on nasal lavage and a water pik. What exactly is a waterpik? Do you need a prescription to get one? And which doctor would I see to talk about it?
Currently on second round of antibiotics for really stubborn sinus infection. Also taking allegra, sudafed, and saline nasal spray. Nothing is working...
