I found the chin strap that I think you are describing to be ineffective. You may want to look into the forty dollar Veronique Universal Face Band: it works but its outrageously priced.

I would suggest a trip to the fabric store where you will find rolls of elastic of various widths hanging there usually at around 70 cents a foot.

Note: opening your lips even slightly can defeat a cpap's utility.
