Daughters sleeping with each other instead of in their own beds

My 13 year old daughter has always had a problem sleeping alone. She keeps herself awake until she has to fall asleep. If she wakes up in the night, she goes into her 8 year old sister's bed and sleeps with her. Now the 8 year old is going through the same pattern. It's ridiculous because neither of them is getting enough sleep and they won't stay in their own beds. It's like musical beds at night. What can my husband and I do?
