3-year old and daylight savings time

Last year as soon as we moved the clocks forward we had trouble getting our daughter to sleep. We thought that this was just a phase and that it would pass. Since last year we have had the same problem, she can't get to sleep, can't stay in bed and uses any excuse to stay awake. I've tried everything; keeping a typical bed-time, cutting out naps, letting her play in her room in lieu of sleeping, bribing her with "big girl" rewards for staying in bed or in her room, threatening her and yelling. Nothing has broken the cycle for an entire year. She gets up early no matter how late she goes to bed. I'm certain that this is a discipline issue and I'm not sure how to approach it.
