2yr old not sleeping through the night

My 2 year old has never slept through the night and I am now coming to the end of my teether, with the lack of sleep. She wakes every night and I have tried various things, like a routine, change of milk, story but to no avail. She is now going through the terrible twos which I am finding harder to deal with. She goes for long walks but still does not sleep through the night. I have a 5 year old boy who has just started school but never had this with him. Please can someone help?
