My son is 11 and has suffered the same for 7 years
I cannot tell you an answer but have tried several things.
It sounds silly but move the bed so the childs feet face a different way (not south)
After 45 minutes of sleep my son usually starts so after 30 minutes gently wake them and reassure them with some comforting words.
Or I found a nightlight and a very quiet radio on helped a lot.
