It could be post-nasal drip, from allergies or not. I didn't think my son had congestion either, but he did. Extrememly gently cover you child''s mouth for just a few seconds and make sure he's not fighting to get some air, that's how you can tell if there's congestion. No, its not normal in my opinion even if it isn't post nasal drip, you may even be hearing apnea, breathing pauses with a gasp- watch to see. Is your child mouth breathing while sleeping? this is not normal for a baby either! They are what you call "obligate" nose breathers, their nose needs to be clear. If its not, please suspect allergy and start helping clean up the air and watch foods very closely when you start them! If you would like more help, let me know. I'm a mother whose struggled with this stuff a long time.
