Early Rising baby

Help. We have a one year old boy who goes to bed easily at about 7pm (in fact, we can't keep him up any later) and wakes up at 4am. He doesn't want a drink nor a cuddle, he just wakes up. He does not have any naps during the day, despite our best efforts, so to our way of thinking, he should be tired! Does anyone have any advice? If he could sleep until 5.30 or 6am we could cope, but not 4am.
