Baby cannot sleep without cloth diaper

I have a 17 month old daughter who cannot sleep without a cloth diaper or small soft face towel to put in her mouth. We find her very difficult to put into sleep even if we carry her and cradle her without this thing. She keeps on crying unless we give her a cloth diaper. She has a twin sister we don't have a problem with, we just give her a pacifier and she can sleep on her own. But my other daughter doesn't like to have a pacifier anymore but a cloth diaper. We are afraid this might affect the growth of her teeth. We don't want her to undergo Orthodontic treatment in the future. We can put her to sleep at night without the cloth diaper though, but it is very difficult. And when she wakes up in the morning she would cry and won't stop until you give her the cloth diaper. We want this to stop! We appreciate any suggestions, and if somebody could tell us if this activity of her has effect on the growth of her teeth. Thank you!!
