First I would make him 'go to bed' much earlier than 9. This way he would have plenty of time to read. Then I would come to him when you decide it is time, switch off the light and stay a bit with him, for a little talk (about his day, etc..) and then may be massage him for a while. And leave. And forbid him to come off his bedroom. He might have difficulty to fall asleep because of the late hour. How long does he sleep each night? At his age, 10 to 11 hours is recommended. Good luck!
