almost 3yr. old twin sleeping problem

Ok I have a major problem with my 3 year old twin daughters. Well one has very crazy sleeping patterns and the other one is being affected by it. I put them done about 8pm. and Tatum will be ready to go, Ana will lie down at first but will start rocking and banging her head about 15 minutes after I put them down. She used to rock/bang her head alot even during the day, as a result I took her to a doctor who focuses on developmental delays and Autism. she is not Autistic, but she has developmental delays (about 6-12months behind her age) They were also born 11 weeks premature.

Anyways, up until about 2 months ago she slept fine, but resently she bangs her head, I go and get her up to 10 times before she will actually fall asleep, it is 9:30 usually by this time. Then at 12:30 she is usually up, then 3, then 5, then is up for the day at 7. I don't know what to do please let me know!!! thanks....
