Make sure your children arnt stimulated before bedtime, this means to make sure they dont have any TV, Exercise(running around the house), Eating, Coloring or anything else to stimulate the mind.

Another thing is to make sure they don't have naps, and if they do make sure its not for a long time (only for 45 minutes max) and to make sure they don't take them during the night.

But remember at this age kids are moving out of the baby phase and arnt as much sleepers, and are
