Putting 13mth old twin sons to bed at night!

I am a single mother of 13mth old twin boys....They both still require to be held and rocked to sleep at night... I have tried the Ferber method in the past...it worked with my one son , but not the other... I also still live with my parents so letting them scream and cry to get them to go to sleep is not really an option..Any reccommendations or methods of putting babies to bed at night that I can try??
