3 year old who wakes frequently

I have a 3 year old who wakes 3+ times per night. We are really consistent with her bedtime routine and she is usually down between 8-8:30pm (very unwillingly). She has recently begun potty training and uses her having to go potty as an excuse to get out of bed multiple times at bedtime. Besides this, she usually wakes 3 times too. For example, She went to bed at 8:30 last night with about a half hour of protesting (although the same thing happens if even if she goes to bed at 10pm,) . At 2am she woke and came to our room and climbed in our bed. I immediately picked her up and brought her back to her room. She told me she had to go potty. I took her and she went. She went back to sleep pretty willingly. At 4am she woke again and came into our room. My husband got up and she said she had to go potty again. He took her, she didnt go so he put her back in bed. Well she screamed and insisted she had to go potty again which was a ploy to get back out of bed again. My husband said no and she started having a fit. After the half hour fit, she fell back asleep until 6:30 am. I have a montior in her room and I also notice that she is constantly flipping all over the place and doesn't seem to sleep well.

My husband and I are at our wits end and majorly sleep deprived. Is this something we should mention to her doctor or is this normal behavior? In everything that I have read, children her age should be sleeping 11 hours per night and she is getting about 8-9. HELP!!!!
