Well, you seem to be doing your best and being consistant with her routine. It is possible that something like Restless Leg Syndrome or Periodic Limb Movement Disorder could be interferring with her sleep. Both of these cause very active sleep and alot of arousals, leading to sleep deprivation. If this were the case, then it's not the 'going to bed', it's the 'going to BACK to sleep on my own' after the arousal. Certainly speak to her doctor if it's a continuing concern; we are not professionals here.

My only other thought is: once she's firmly potty trained, if she wakes to go, she can do this herself and return to her own bed. When she's old enough that it is no longer acceptable to wake everyone every time SHE wakes, getting up loses it's appeal. (That does not exclude the occasional nightmares, etc, just for regular night sleep)
