This is a very long apnea for a 14 month old. Usually the 20 second rule is for pre mature infants and newborns.

Your child definetly has some issues and I would find a accredited pediatric sleep specialist at an accredited sleep lab to possibly do a all night recording, see what may be going on, and at after everything has been check out and he is doing ok, work on getting him off the monitor.

This isn't easy so you really need to trust the person you are working with.
