3 yo bedtime tantrums

My daughter had started throwing tantrums before bedtime
several times a week. She keeps making demand after demand. I try to anticipate each demand, but there are always more. I feel that by meeting these demands, I am encouraging the bad behavior and the demanding. I have
tried to just say no and leave, but then the screaming starts. I let her cry for 30 min. tonight before going back in, and she had pulled off the bedding and pulled off her pull-up and pajama bottoms as well. I would feel better if I knew which reaction was the correct one to get this to stop! Thanks!
