HELP!!! 4 year won't go to bed!

I've done everything I know to try and get my 4 year old daughter to bed. Her official lights out, tv off time is 8 pm. No matter what time I start trying to unwind her, she will not go to sleep before 11 pm. I've tried routines, I've tried threats ("you won't get to go to a specific place"), I've tried rewards ("You'll get to go to some specific place"), I've tried taking things away (beloved stuffed animals, toys, etc.), I've even tried starting her night time routine at 6:30pm. I've even tried no routine.
I've tried no naps during the day and short naps (for her, not me unfortunately)and nothing seems to make her tired.

Of course she's REALLY grumpy in the morning.

Any suggestions or words of wisdom from any of you? Anything would be greatly apprectiated.
