May be you should try to eliminate TV totally after supper. It doesn't seem good that she watches it a that time. Instead, after supper, take a walk with her, then give her her bath and read her books. This little 'investment' of your time might prove useful. And yes, start the routine (i.e. bath and books) quite early. Also a nap at this age doesn't seem necessary any longer. Try also to offer her a lot of outdoors activity during the day.
At his age, she should sleep about 12 hours at night.
