5-year old not sleeping, affecting school

When my daughter was 2 I took her to the doctor because she would not go to sleep. All I got was literature on how to have a bedtime ritual and how important they are. Well I tried all that was suggested, none worked. She is 5 now and we still can't get her to go to sleep before midnight. This is affecting her in kindergarten. She only takes part in class when she is interested. The rest of the time she has to be prodded to finsh her work. Her teacher tells me she always seems tired. (I know that she is). At home she is always demanding when asking for something like a drink of water, can be very irratible, and very active. We don't sleep when she is awake. The last time I did, she flooded the house. We are taking her to the Doctor this week. If anyone has anything that I could possibly suggest to my doctor that could help I would appreciate.
For the last three years, everytime I have carried her to a doctor I have asked about her sleeping problems and always get the answer that I'm not working hard enough of a bedtime ritual. Please help. Wendy
