2 yr twins move from crib to toddler beds

Help! I have had to move my 25 month old twins from their cribs to toddler beds due to one of them jumping out and landing in the ER with a concussion. They were great sleepers before for naps and nighttime and we have had a good routine to get down for both. Now that they are in the beds, they are unable to get settled. This is only day two, but any advice is welcome. I know that Weissbluth reccommends to stay silent and unemotional and put them back to bed time and time again, trusting that each day will lessen. It took almost 3 hours of this to get them to nap today. Is this just an exploration time that will go away? Please offer any ideas.
