How long is too long to CIO for a 9mo old?

My daughter slept well, in her crib, through the night until 6mo. We then went away for a long (4wk) vacation, she got an ear infection, and got her first 4 teeth during that time. She started sleeping poorly, and since we were so tired, we brought her into bed w/ us. Since then, (and now she is well) the night waking has escalated and she cannot put herself to sleep. She wakes me every 2hrs or so to nurse back to sleep. I want her to sleep through the night in her crib again.

That brings us to now. I have read Weissbluth's book and am trying to let her CIO. I started w/ night times - 15min., 20min., 20min., 1hr, 1hr...Last night, she cried 2HRS straight! (All times I picked her up at that point) I went in to get her and nursed her to sleep. How long is too long? Why isn't this working??
