My son has the same thing occuring-- he is 3 (started about a yr. ago). He had many ear infections- tubes etc. He is now snoring all the time and we are taking him back to an ENT specialist to check for enlarged tonsils/adnoids-- the muscle twitching may be related to the congestion and lack of oxygen?? Does your child have any trouble with nose breathing? I've also been told it may be simple heredity... my husband has similar traits during sleep every now and then. If I turn anything up, I'll post it-- we're going to an ENT specialist next week.
