6 Year Old - Perpetually Overtired

Hi from New Zealand. My 6 year old requires medication to get a good nights sleep. We don't like induced sleep but our daughters poor sleeping pattern without medication forces the issue (we were prescribed Phenergan and use it around 3 times a week). She goes to bed at 7:00 and is normally asleep by 7:30. This is great but she is an extremely light sleeper to the point of waking up when I check on her. Then she wakes up again around 4ish and can't get back to sleep. It wouldn't be a problem if she was refreshed but she wakes up tired. Is very grumpy, and is acting overtired by earlier afternoon. She has the dark eyes and is suffering with schoolwork. She is an amazing child after a good sleep. It's just a pity the good sleeps have to be induced to catch up with the bad ones. I have tried everything natural to settle her - massage, lavender, homeopathic remedys. Any ideas?
