Be persistent! I know it is tough, but it works. It sounds like you are. I realized with my 2 kids that if you keep going into their rooms for every little thing, it becomes a game to them. If you keep going in there she will cry longer and longer.

Maybe try reading a book to her in her room at bedtime. Maybe a bath right before bed.

My son is the same way. He wants to sit with mom and dad at night. If we let him, his sister wants to too. So, we only let them stay up with us if they are sick, but they have to lay on the couch and not play (and they have to be sick for real, not faking it!)

Sometimes kids get scared, and it sounds like she is at that age. We would let our kids sleep in our room, but they had to sleep on the floor. Of course they had pillows, blankets, and anything that made them more comfortable. This did not last too long, they don't ask to sleep in our room any more. They are always welcome to sleep on the floor if they are scared, and they know that.
