Infants and children should sleep without much movement and with little to no noise. So my prediction is a sleep disorder probably dealing with breathing.
Some studies have shown that giving melatonin to children can cause problems with their reproductive organs later in life. I wouldn't take the chance. The body produces it in darkness, so keeping the lights dim near bedtime helps.
You should have her seen by a pediatric sleep specialist in your area. This is an important time for brain development and not getting good quality sleep can cause developmental problems.
