This sounds like a circadian rhythm problem. Psychologist boarded is sleep are well versed in dealing with this problem.

One problem with at this age is the abundance of nighttime activities, internet, tv, and cell phones are going 24 hours a day. The most important thing is to keep a consistent bedtime routine and always getting up at the same time every day.

These are things a psychologist will work with.
