By the way of implementation I picture a two-ply corrugated hose. The inner ply would have thermal insulating properties to a reasonable degree. The outer ply would be thermally conductivity, thereby dissipating heat around the entire hose surface. Of course, any material that would be a good enough thermal insulator would render the heating element unnecessary. However, I don't think there's a material on the market that would insulate well enough while still allowing the corrugated hose to be pliable versus overly stiff.

BTW, I think uniform temperature throughout the hose would be allowable as long as the temperature differential anywhere in the hose is not so great as to allow the humid air to reach the dewpoint. Ambient tracking would certainly help I would think.
