Get the person in question to a physician specializing in sleep medicine, or a physician who will refer him for a complete polysomnography (sleep study) to fully asses the nature of his sleep disturbance. This could clearly be a matter of his life or death, as well as the well being of any who ride with or near him in an auto. The restless leg symptom may well be secondary to arousals during sleep due to sleep apnea (the sympathetic nervous system engaging in fight-or-flight panic in order to break the apneic spells which may be occurring hundreds of times a night). This is likely to be having multiple other deleterious effects as well, such as loss of ability to concentrate, irritability or depression, headaches, high blood pressure, impotence, just to name a few. Chronic sleep disturbance can be devastating in many ways.
Treatment for sleep apnea is simple and effective (often subjectively percieveable after the first night), and is covered by insurers including medicare.
