Gum works as do the big old fashioned peppermints. It also helps to stop the car get out and walk around it once or twice. In our Canadian winter you can roll down the window untill the breeze forms icicles on your upper lip. I've also found that the wet disposable cloths work well if you wipe your face and hands with them.

As you can see I've had to deal with this problem more than once.
