You might have him take one of the self-assessment tests that are available on the SleepNet home page. I am also aware of the "male ego" problem, in trying to get my father to get tested. I also have been diagnosed with OSA and Restless Leg Syndrome, and having both treated has made a vast difference in my life.
One thing that should be considered, outside of possible implications for cardiovascular strain, decreased resistence to pathogenic disease, etc.:
Your husband cannot be a safe driver, and is placing his life, your life (as a passenger), and the general public in jeoprady. One extreme tactic that can be used (if you have observed drowsiness or "drifting" while he's driving) is to report him to the DMV or your state licensing agency. He would then be forced to certify medically that he is a safe driver.
I would also read up on the effects of OSA and sleep deprivation on this site. It is astounding how sleep deprivation can affect mood, general health, and cause physiological damage.
