The limbs twitching and jerking sound like the condition called Restless Leg Syndrome. More about RLS can be found out via the links provided on the home pages. A possible explanation for the moaning is that while some people experience crawling or itching sensations in their legs and a compulsion to move the limb, others (less frequently) experience pain. RLS is usually highly treatable with medication. If he is "fidgety" or can be said to have to get up and walk around, those would be other indications of RLS.

I'd suggest taking that he takes one of the screening tests on the home page and if the results indicate he has a problem, consult a sleep medicine specialist.
