Free care or apnea studies

Hi! I just received a call from my mother informing that my older brother, who is unemployed, is probably suffering from sleep apnea - he has all the typical symptoms. He lives in Cleveland, TN. He contacted the area hospital and was told that a sleep study would cost him about $3,000 and that a CPAP, if it was needed, would be another $500. For someone who is unemployed - this is impossible. Does anyone out there know of studies being done or clinics where patients could pay monthly or have a reduced fee?
