The best known pediatric sleep expert is Dr. Richard Ferber at Harvard. Sleep onset problems may be from things. Does she have a fear of the dark? If so, why? Is this a new fear? If so, what changed? Sometimes a later bedtime can facilitate falling asleep as long as the wake up time is kept constant. This may occur especially if the child has too early a bedtime. If it is a life long fear of simply being alone in the dark, then she could be taught how feel safe alone in her dark room. Your daughter seems to me at first glance to be too old for a simple fear of the dark so there may be something else going on. It's hard to say without more information. If a parent spends the night in the child's room (say sleeping on the floor), she may learn to not fear the dark. Then the parent can progressively move out side of the bedroom. I would not use any medication (herbal or otherwise) with out a more formal evaluation.
