Shift keeps the employees on the sametime schedule for a routin, but not everyone like anyone shift. Rotation works if you do it so that they are not changing shifts every week. A 3 month schedule with a long weekend between changes I have found works well for my sleep techs who either work 7A-7P or 7P -7A.
Any shift other than the normal 8-5 is foreign to the body natural time clock, but it can work if done with the employees well being formost, less accidents if done properly.
